N Foreword This paper covers the program of the Courses on “Latin American Economics for Foreign Students”, at the University of Belgrano - Argentina; and the Special Course on “Economic Integration between Latin America and Europe”, at the Reims Management School - France. Its contents are based upon the experiences acquired by the author in the last three decades; both as an international consultant for The World Bank (IBRD), the United Nations (UNDP) and the Latin American Development Association (ALADI) in several Latin American countries; and as a Visiting Professor of Academic Institutions in the Americas and Europe. It has been written for two types of readers: students of university careers, both at the undergraduate and graduate levels (not necessarily focused in economics); and for other people with a general interest in the economic and socio political behavior of the Latin American countries.
