| dc.description | El refugio como proceso social, de múltiples consecuencias representa un sistema complejo, y dada la existencia de Estados fallidos que devienen en autocracias y dictaduras, sus efectos humanitarios son susceptibles de políticas de carácter global-regional, que posibiliten la aplicación de medidas drásticas y colectivas como la intervención humanitaria sobre la base axiológico-normativa de la Responsabilidad de Proteger (R2P). La observación del Refugio como fenómeno sociológico de impacto jurídico-político internacional se realizará a partir de un tablero de tres niveles. Observaremos el fenómeno a partir de variables del paradigma de la complejidad, y la teoría del sistema mundo. AbstracThe refuge as a social process, of multiple consequences represents a complex system, and given the existence of failed states that become autocracies and dictatorships, their humanitarian effects are susceptible to global-regional policies that allow the application of drastic and collective measures as the humanitarian intervention on the axiological-normative basis of the Responsibility to Protect (R2P). The observation of the Refuge as a sociological phenomenon of international legal-political impact will be carried out from a threelevel board. We will observe the phenomenon from variables of the complexity paradigm, and the world system theory. | es-ES |
