| dc.description | El presente Trabajo Especial de Grado ofrece al lector un panorama de la negociación CAN – MERCOSUR en sus aspectos políticos, en vista del reciente culminado proceso de negociaciones entre ambos bloques para la creación de una zona de libre comercio (ZLC). El trabajo se dividió en cuatro capítulos, comenzando por la introducción en la que se da un panorama macro de lo que representó el Acuerdo CAN-MERCOSUR en las relaciones internacionales. En el Capítulo I se plantean los Antecedentes detallando desde las breves reseñas de cada uno de los esquemas regionales, hasta la Estrategia de negociación llevada a cabo por Brasil y Argentina a los largo del proceso.En el Capítulo II se señala el Proceso de Negociaciones, es decir, la situación internacional, los problemas que se evidenciaron en ambos bloques subregionales a raíz de dichas negociaciones, así como, el logro consolidado de las negociaciones, como lo es el Acuerdo de Complementación Económica No. 59. En el Capítulo III se realiza una evaluación de la experiencia venezolana, al igual que, un análisis comparativo de las políticas exteriores en materia de negociaciones en los últimos tres períodos presidenciales. Finalmente, en el Capítulo IV se esbozan las Conclusiones generales de este Trabajo Especial de Grado. | |
| dc.description | The present special work of degree offer to the reader a view of the negotiations CAN – MERCOSUR in its political aspects, in sight of the recent process culminated of negotiations between both blocks to the creation of a commerce free zone (CFZ).The work was divided in four chapters, beginning for the introduction in which to give a macro view which represented the CAN – MERCOSUR agreement in the international relations. In the chapter I are pose the references detailing since brief accounts of each regional schemes, until strategy of negotiation carry end by Brazil and Argentina to the long of the process. In the Chapter II is point out the negotiations process, so, the international situation, the problems that evident in both sub regional blocks to root of such negotiations, so, the consolidated achievement of the negotiations, as it is the agreement of economical complementation No. 59. In the Chapter III to realize an evaluation of the Venezuelan experience, even, a comparative analysis of the exterior politics in matter of negotiations in the last three presidential periods.
