dc.description.abstractFreedom of expression is a universal right protected by treaties, conventions, international agreements, as well as the constitution of different countries around the world. The Ecuadorian constitution has been listed as one of the most advanced constitutions in defense of human rights which include liberty of expression, communication, honor, and protecting one´s good name. Despite the fact that there were no accounts of laws of communication, the military dictatorships of Duran BallenSixto and Gustavo Naboa caused certain government reforms to suffer. Ecuador will approve the ¨Organic Communication Law Project¨ which contents emphasize freedom of expression, opinion, press and communication, and control over the management of content transmitted daily through the media through the creation of a regulatory council. In trying to achieve approval there has been a lot of controversy concerning its content and implementation; for some it is a gag law or attack on freedom of expression, for others it is a way to demand respect for honor and ones good name for every citizen as well as require responsibility for the exercise of freedom of expression and communication in general. This paper covers various positions and criteria in relation to the new law; it represents an analysis of the benefits, shortcomings and impact within the media, journalism and the population overall.
