dc.description.abstractSince emergence of economic policy as a tool to stabilize and stimulate the economy, governments have realized the need to have the best staff available for the processes of formulation, implementation and evaluation of public policies. This entails an intense search primarily in the skilled labor market, which is expected to have significant impact in this sector. The present paper aims to show a link between the changes in the levels of employment and absorption of skilled labor for the civil service. The results suggest that there is a statistically significant impact of public hiring policy on levels of employment in the skilled labor market meanwhile not shows any effect on non-skilled labor market.
