This paper proposes a test protocol to evaluate the Specific Absorption Rate (SAR) produced by cell phones. First the resolution issued by ex CONATEL (National Telecommunications Council) for the approval of telecommunications terminal equipment is analyzed. Then a study on exposure to electromagnetic fields based on international standards to determine the appropriate procedures for SAR measurements is made. The next step is to analyze the specific absorption rate. Once done this theoretical study, the equipment and the SAR measurement system are specified, and then a testing protocol is developed to evaluate the SAR. It was possible to determine which is the appropriate standard for verification of SAR and can be applied in Ecuador.
