Evaluación de gestión al Plan de Desarrollo y Ordenamiento Territorial del Gobierno Autónomo Descentralizado de la parroquia Enokanqui, del cantón la Joya de los Sachas, en la provincia de Orellana en los periodos 2014 – 2017

Abstract

The present management evaluation to the development plan and territorial ordering of the Gobierno Autónomo Descentralizado of the parish Enokanqui; of the Canton La Joya de los Sachas, in the province of Orellana, in the periods of 2014-2017. It has as an aim to determine the degree of efficiency and effectiveness in the compliance of the plan by the part of the authorities and propose strategies that reorient the execution of the same. For the development of the evaluation, the surveys were applied to the population and the managers of the GAD, a SWOT analysis was carried out, evaluation matrices of the internal and external factors were elaborated and it was determined guidelines that guide the processes of planning, evaluation, execution, and monitoring of programs and projects of the DPandTO based on effectiveness and efficiency in institutional management. Which allowed determining the following results: in the management model of the entity there is no baseline in the plan, does not have an impact evaluation of the plan, the AOP has no link with the strategic objective of the DPandTO and the projects in the parish has not been executed in their entirety. It is recommended to include in the institutional annual operational planning of the years 2018 and 2019 the projects that are included in the development plan and territorial ordering and that feed goals with advances of less than 50% by 2017, prepare the AOP and the ACP linked to the objectives of the plan in order to achieve the strategic objectives and updating of the management model and the DPandTO according to the current legal regulations and the current reality of the population so that this tool allows to perform an evaluation according to the execution of the projects and meeting the needs of the parish.
