Reestructuración del estatuto orgánico funcional para la gestión por procesos del patronato del Gobierno Autónomo Descentralizado de la provincia de Chimborazo

Abstract

The present research work called restructuring of the functional organic statute for the management by processes of Gobierno Autónomo Descentralizado of Chimborazo Province’s patronage, was aimed to improve processes by establishing clear goals and responsibilities to each of the institution's servers. For the elaboration of it, surveys were applied to the officials and an interview with the director of the patronage, which allowed to get information from the institution such as: it does not have strategies that make visible the objectives, mission and vision of it, therefore the entity's personnel are not clear about which are its powers. For the development of the proposal, the restructured statute was implemented containing the mission and vision in a clear way, values and principles established, functions and attributions according to each area. Thus, achieving the processes flow with the respective prior control, fulfilling each employee with the respective functions. In conclusion, the procedures are not adequate because they prevent the fulfillment of the established objectives and generate duplication of functions. It is recommended to implement this investigation in the restructuring of the functional organic statute for the administration by process to improve administrative management.
