dc.description.abstract | This research work developed a Software Manager of Formalities and Documentary for the Municipal Decentralized Autonomous Government of Canton Milagro, the system consisted in the adaptation, modification, creation of request reports, electronic signature and querying user request; on the Redmine platform using free technologies like Ruby on Rails, Active Record, Api Rest and PostgreSQL as database manager. The current situation of the procedures management within the municipality was diagnosed, the problems identified and the system requirements determined. Using the agile development methodology SCRUM, the software was developed through interactions and artifacts, providing an increase in the final product for each work interaction. The system generates memorandums, letters and documents to support formal communication within the institution, reports for the decision making of managers and improve the provision of services to citizens. Surveys were applied to users on the utility and effectiveness of the system, from which the following results were obtained; 89.09% were satisfied with regard to functionality, 70% in usability and 94.54% in accessibility. By improving the time taken to immediately resolve the workflow, formal communication between departments, reducing paper consumption and having timely information, savings of over 50% in production costs are generated in terms of each employee work, showing that the cost-benefit ratio is improved. Once the system is done and due to the results obtained, its implementation is recommended to handle formal documentation. | |
