dc.description.abstractUrban renewal is a program that seeks to modify urban spaces that have stopped playing an integral role within a city because of issues such as patrimonial elements that have become irrelevant, or physical decay. The purpose of urban renewal is to adapt these spaces into a new competitive and improved dynamic. The importance of these kinds of interventions lies in the need to transform and reshape the city according to the requirements of the ever-changing users that inhabit it. The Urban Renewal Regulations from 2017 defined ‘Project Plan’ (‘Plan Proyecto’) as the tool that determines the process for planning, intervening and reorganizing the territory. At this point, it becomes crucial to take advantage of this tool that facilitates renovation processes in cities in order to plan for a better and more sustainable management of the land, always with the aim of improving the inhabitants’ well-being. Within this framework, ‘Plan Proyecto Flores-Belén’ analyzes an intercantonal section of the city that shows physical and social decay associated with administrative conflicts, por maintenance, and building code violations. The guide “The Human Dimension in Public Spaces, Recommendations for Analysis and Design” (“La Dimensión Humana en el Espacio Público, Recomendaciones para el Análisis y el Diseño”) was used as the method to diagnose the current situation of the territory. Based on the conclusions derived from the diagnosis, this project develops the requirements detailed in the regulations in order to formulate a Project Plan. As a result, an integral management proposal is created, which has been specifically adapted to the conditioning factors of Cristo Rey, Las Hadas and El Rosario neighborhoods, located in the area between the cantons of Flores and Belén. Some of the benefits that the área presents are collective mobility and the job opportunities that have arisen in the immediate context. These would promote mixed-use development, urban spaces designed for pedestrians, the creation of new architectural and urban collective amenities, such as a Communal Park, a Learning Center and a Municipal Market, as well as the diversification of the population thanks to the integration of current inhabitants with new settlers.
