dc.description.abstractThe United Nations Organization for Education, Science and Culture (UNESCO, 1994) states that libraries represent a fundamental means to achieve fundamental human values such as freedom, prosperity, and the development of society and the person, which can be reached through well-informed citizens who are able to exercise their democratic rights and play an active role in society. Currently, Costa Rica has a serious deficit in this type of equipment, which is why it has become one of the National Library System (SINABI) main concerns. This fact, next to the drastic change presented in the paradigm of the library due to the growing rise of the use of Information and Communication Technologies (ICTs), represents the reason from which the proposal for the creation of a new public library that adapts to the contemporary needs of the Costa Rican population and that complements the current National Library of Costa Rica arises. The project will be located in the Carmen District, in San José. Likewise, after the serious affectations in the area caused by the phenomenon of urban depopulation, several governmental entities are proposing the urgent repopulation of Carmen District through “urban renewal”, a concept applied to those urban areas that are defective, deteriorated or in decay, as it is the location of the project, which is why the integration of public and community space, the expansion and diversification of the range of services, the inclusion of alternative means of transport, among other solutions, are considered.
