Evaluación del estado actual del Programa de Pago de servicios ambientales en la actividad de regeneración natural, en cuatro oficinas regionales del Fondo Nacional de Financiamiento Forestal, Costa Rica

Abstract

En Costa Rica el Programa de Pago de Servicios Ambientales ha sido fomentado y financiado por el Fondo Nacional de Financiamiento Forestal (FONAFIFO), impulsando de diferentes formas el recurso forestal del país a través de los años. A partir del 2006 se crea la actividad regeneración natural que cumple con el objetivo de conservar y proteger recursos naturales en sitios en proceso de recuperación de cobertura forestal. En este trabajo se realizó una evaluación del estado actual de los proyectos sometidos al Programa de Pago de Servicios Ambientales en la actividad de Regeneración Natural en cuatro Oficinas Regionales del país, éstas fueron San José Oriental, San José Occidental, Nicoya y Cañas. La metodología consistió en dos fases, revisión del total de expedientes de las oficinas y muestreo utilizando verificadores en visitas de campo. Además, se elaboró una base de datos con la información de los expedientes y a partir del análisis se propuso cambios en los requisitos de ingreso. Se concluye que el Programa de Pago de Servicios Ambientales en la actividad de Regeneración Natural ha logrado un efecto positivo en la regeneración natural de los terrenos sometidos al programa.

In Costa Rica, the Environmental Services Payment Program has been promoted and financed by the Fondo Nacional de Financiamiento Forestal (FONAFIFO), promoting in different ways the country's forest resource over the years. Starting in 2006, the natural regeneration activity is created, and it has the objective of conserving and protecting natural resources in sites in the process of recovering forest cover. In this work, an evaluation was perfomed of the current status of the projects submitted to the Environmental Services Payment Program in the form of Natural Regeneration was carried out in four Regional Offices of the country, these were San José Oriental, San José Occidental, Nicoya and Cañas. The methodology consisted of two phases, review of the total of files of the offices and sampling using verifiers in field visits. In addition, a database was performed with the information of the files was made and, based on the analysis, entry requirements were proposed. In conclution the Environmental Services Payment Program in the form of natural regeneration has achieved a positive effect on the natural regeneration of the lands subject to the program.
