dc.description.abstract | Esta investigación tuvo como propósito analizar la incidencia de la
burocracia administrativa en los procesos educativos en el ámbito escolar, y
su repercusión en el estado emocional, laboral, físico, y social de los actores
educativos. Partiendo de este objetivo general, se desglosan los siguientes
objetivos específicos: Identificar los trámites administrativos que los
directores y docentes no consideran necesarios en su cargo laboral.
Determinar las implicaciones de la burocracia administrativa en el ámbito
escolar en los aspectos emocionales, laborales, físicos y sociales de los
directores de las instituciones educativas. Determinar las implicaciones de la
burocracia administrativa en el ámbito escolar en los aspectos emocionales,
laborales, físicos y sociales de los docentes. Establecer la repercusión de la
burocracia administrativa de los procesos educativos en el ámbito escolar.
La presente investigación se enmarca dentro del tipo descriptivo, ya que se
pretende analizar la incidencia de la burocracia administrativa en los
procesos educativos en el ámbito escolar, y su repercusión en el estado
emocional, laboral, físico, y social de los actores educativos. Además, la
investigación incluye también un enfoque cualitativo, en donde los
investigadores realizan estudios de situaciones por medio de la observación
y participación de los individuos en estudio.
En el marco teórico se presentan los temas que fundamentan nuestra
investigación, tomando como referencia textos como: Burocracia;
introducción a la Teoría General de la Administración; administración de
instituciones educativas; el papel de la escuela y los maestros en el logro de
la calidad educativa; metodología de la investigación; Salud mental y
equilibrio emocional: el cuidado corporal y la salud mental; uso del tiempo en
la sala de clases y calidad de aprendizajes. Para efectos de dicha
investigación se utilizó como instrumento la entrevista a profundidad dirigida
a directores y docentes.
La población en estudio consta de 214 directores y 457 docentes de I y II
ciclos de la Dirección Regional de Pérez Zeledón. Con una muestra de 10
directores y 20 docentes de I y II ciclos de la Dirección Regional de Pérez
Zeledón.
Las conclusiones muestran que, según lo expresado por los directores y
docentes de las instituciones en estudio, se consideran innecesarios y a la
vez obligatorios, trámites como el debido proceso, fórmula 14, recargo de
personal docente, nombramiento y pago de funcionarios, cuadro inicial de
personal, informes, cuadros de matrícula, trámites de denuncia, plan anual
de trabajo, Cangrejito, Instituto de Alcoholismo y Farmacodependencia,
Consejo de Seguridad Vial, cooperativismo, Caja Costarricense de Seguro
Social, Fondo Nacional de Becas; esto debido a que en algunos casos el
Ministerio de Educación Pública es muy exigente respecto a los informes
que se deben dar y el valor de la mayoría de estos trámites no se concentra
en un papel, sino en el resultado inmediato; en otras ocasiones el trámite
que se señala no corresponde a la labor de un docente o director.
A los directores y docentes les demanda mucho tiempo el tener que cumplir
con los trámites administrativos, sin embargo hay una gran diferencia entre
los tiempos de trabajo en cada uno de los puestos, donde el director, a pesar
del cansancio físico y mental que esto implica, logra cumplir con su trabajo
dentro de la oficina, mientras que el docente carga con la presión y
cansancio de dirigir a un grupo de estudiantes que lo mantienen muy
ocupado; por lo que los documentos elaborados correspondientes a su
cargo deben ser cumplidos en diferentes momentos fuera de la institución.
Las principales recomendaciones para directores, docentes y Ministerio de
Educación Pública, son: Se le recomienda al MEP, que estudie las ventajas
y desventajas de documentos tan extensos asignados a los directores.
Buscar que el tipo de trabajo asignado satisfaga las necesidades educativas
de los estudiantes y el fortalecimiento de la formación profesional de los
educadores que laboran para las diversas instituciones. Para los directores,
es recomendable que si realmente la mayoría considera que el trabajo
asignado es exagerado, es importante unificar esos criterios y realizar un
importante planteamiento ante el Ministerio de Educación Pública. Se le
recomienda a los docentes, mantener una dieta equilibrada, actividad física,
relajación muscular y una actitud mental positiva; de esta manera se puede
tener mayor claridad de las metas que se quieren alcanzar y de las
prioridades que se deben establecer. | |
dc.description.abstract | The purpose of this research was to analyze the incidence of administrative bureaucracy in the educational processes in the school environment, and its impact on the emotional, occupational, physical, and social state of the actors educational. Based on this general objective, the following are broken down specific objectives: To identify the administrative procedures that the principals and teachers do not consider them necessary in their work position.

The present research is framed within the descriptive type, since it intends to analyze the incidence of administrative bureaucracy in the educational processes in the school environment, and their impact on the state emotional, labor, physical, and social of the educational actors. In addition, the research also includes a qualitative approach, where the
researchers conduct studies of situations through observation and participation of the individuals under study.
In the theoretical framework, we present the topics that are the basis of our research, taking as reference texts such as: Bureaucracy; introduction to the General Theory of Administration; administration of educational institutions; the role of the school and teachers in achieving educational quality; research methodology; mental health and
emotional balance: body care and mental health; use of time in the classroom and quality of learning For the purposes of this. The research used as an instrument the in-depth interview directed to principals and teachers.
The population under study consists of 214 principals and 457 teachers of I and II
