Peronismo y Reforma Universitaria: raíces de un desencuentro. Una mirada desde su cuna. Córdoba (1943-1955)

Abstract

El desencuentro entre peronismo y reformismo universitario hunde sus raíces en un triple orden de factores: el clivaje laicismoclericalismo, el impacto de la segunda guerra mundial sobre los alineamientos políticos culturales —división entre aliadófilos y partidarios del Eje— y en tercer lugar, las políticas universitarias llevadas adelante primero por el régimen de junio de 1943 y luego por el presidente electo, coronel Juan Domingo Perón. El análisis propuesto en este artículo, pone en diálogo la realidad provincial —centrada en el lugar cuna de la Reforma Universitaria, la Universidad Nacional de Córdoba— con las políticas nacionales. Presta especial atención a las iniciativas emanadas del Poder Ejecutivo Nacional, los actores encargados de implementarlas y las resistencias generadas en el ámbito estudiantil y docente. Ofrece, asimismo, una interpretación que correlaciona el peso del antiguo antirreformismo de matriz clerical con la construcción de una nueva hegemonía de matriz estatalista en las universidades argentinas. Se pone de relieve, asimismo, que entre 1946-1955, la idea de incluir a las universidades en una “comunidad organizada”, así como el ejercicio de una represión política sistemática, generó fuertes conflictos cuya virulencia fue potenciada en el marco de una dinámica política no cooperativa entre oficialismo y oposición.

The disagreement between Peronism and university reformism has its roots in a triple order of factors the cleavage secularismclericalism, the impact of the Second World War on cultural political alignments division between “aliadófilos” and supporters of the Eje- and thirdly, the university policies carried out first by the regime of June 1943 and then by the elected president, Colonel Juan Domingo Perón. The analysis proposed in this article, puts in dialogue the provincial reality centrated in the cradle place of the University Reform, the National University of Córdoba- with national policies. Pay special attention to the initiatives emanated from the National Executive Power, the actors in charge of implementing them and Peronismo y reforma universitaria: raices de un desencuentro the resistances generated in the student and teaching environment. It also offers an interpretation that correlates the weight of the old “antireformism” of a clerical matrix with the construction of a new hegemony of a statist matrix in Argentine universities. It is also highlighted that between 1946-55, the idea of including universities in an “organized community”, as well as the exercise of a systematic political repression, generated strong conflicts whose virulence was enhanced within the framework of a dynamic non-cooperative policy between government and opposition.
