Relaciones internacionales y pospandemia: Una nueva globalización con características chinas

Abstract

En este artículo analizaremos los desafíos del actual sistema internacional así como los cambios en la globalización, reforzados por la pandemia del COVID-19, donde la República Popular China (China) juega un rol clave. En una primera parte, abordaremos las transformaciones en el sistema internacional, que significa el ascenso chino así como el retroceso de los Estados Unidos como potencia hegemónica global. En una segunda parte, veremos los fundamentos de la política exterior china, para así poder entender cuáles son los principios que de alguna manera moldean y rigen a la nueva globalización. Finalmente, en una tercera parte, analizaremos las características y el significado de lo que denominamos “globalización con características chinas” como fruto de la pospandemia, sus ventajas y lo que representa para la Argentina de cara al futuro.

In this article we will analyze the challenges of the current international system as well as the changes in globalization, reinforced by the COVID-19 pandemic, where the People's Republic of China (China) plays a key role. In the first part, we will address the transformations in the international system, which means the rise of China as well as the decline of the United States as a global hegemonic power. In a second part, we will see the foundations of Chinese foreign policy, in order to understand what are the principles that somehow shape and govern the new globalization. Finally, in a third part, we will analyze the characteristics and meaning of what we call “globalization with Chinese characteristics” as a result of the post-pandemic, its advantages and what it represents for Argentina in the future.
