A biopolítica do proibicionismo de drogas em Pernambuco: novas práticas do velho autoritarismo do Estado “Novo” (1937-1945)'

O presente trabalho aborda a construção da biopolítica do proibicionismo de drogas e a máquina de propaganda estadonovista, no período entre 1937-1945, e suas implicações no contexto da cidade do Recife. Buscamos compreender a relação entre as estruturas propagandísticas e a formação dos consensos na sociedade brasileira, principalmente no que tange à Cannabis sativa, indica e ruderalis. Para isso, analisamos a História da maconha no Brasil, os principais expoentes intelectuais que debateram seus efeitos, sua criminalização, seus usos rituais, medicinais e sociais. As notícias concernentes ao uso da Cannabis como remédio e sua transição para as notícias que a ligam ao crime e à violência também serviu de base documental na averiguação do processo histórico do proibicionismo, do mesmo modo que os boletins de higiene mental, os arquivos da Convenção do Ópio, das Ligas Sociais Contra o Mocambo, as ações da Comissão Nacional de Fiscalização de Entorpecentes (CNFE), as ações da Comissão Estadual de Fiscalização de Entorpecentes (CEFE), os registros de ocorrência da Secretaria de Segurança Pública, a legislação concernente à proibição e perseguição dos estratos sociais que formam a base da pirâmide social à época. A partir de um fulcro teórico relativo à análise dos discursos apresentados na corroboração do processo criminalizante procuraremos avaliar as relações das falas proferidos na imprensa oficial, seus espaços de disputa e suas implicações na realidade social. Os discursos promovidos pelos, intelectuais, jornalistas, médicos e juristas, reverberam um entendimento confluente com o projeto autoritário varguista na construção de um projeto nacional desenvolvimentista que estigmatiza os estratos a serem perseguidos e excluídos. O período do estadonovista é caracterizado por uma organização social moralista que implementa uma "preservação da ordem" constitui-se pelo estabelecimento de uma verdade oficial, à qual, os que se contrapõem a esta devem ser perseguidos e excluídos por parte dos agentes policiais, médicos e jurídicos. O grande grupo a ser combatidos caracterizava-se pela pelos baixos estratos sociais, moradores de mucambos, praticantes de rituais religiosos afro-brasileiros e usuários de "drogas" arbitrariamente tornadas ilícitas, mais especificamente da maconha, independendo do seu contexto médico, social ou religioso. CNPq This work tries to approach the construction of the biopolitics of the prohibition of drugs and the machine of news state propaganda in the period between 1937-1945 and its implications in the context of the city of Recife. The present work deals with the construction of the biopolitics of drug prohibitionism and the propaganda machine during Estado Novo in the period between 1937-1945, and its implications in the context of the city of Recife. We seek to understand the relationship between propagandistic structures and the formation of consensuses in Brazilian society, especially in relation to Cannabis sativa, indica and ruderalis. For that, we analyzed the history of marijuana in Brazil, the main intellectual exponents who debated its effects, criminalization, ritual, medicinal and social uses. The news concerning the use of Cannabis as a remedy and its transition to the news that links it to crime and violence also served as a documentary basis in the investigation of the historical process of prohibitionism, in the same way as the mental health bulletins, the archives of the Convention Opium, Social Leagues Against the Mocambo, actions of the Comissão Nacional de Fiscalização de Entorpecentes (CNFE), actions of the Comissão Estadual de Fiscalização de Entorpecentes (CEFE), records of the occurrence of the Secretaria de Segurança Pública, legislation concerning prohibition and persecution of the social strata that form the basis of the social pyramid at the time. From a theoretical point of view regarding the analysis of the discourses presented in the corroboration of the criminalizing process we will try to evaluate the relations of the utterances given in the official press, their spaces of dispute and their implications in the social reality.The speeches promoted by the intellectuals, journalists, doctors and jurists reverberate an understanding confluent with the authoritarian Vargas project in the construction of a national development project that stigmatizes the strata to be persecuted and excluded. The period of the Estado Novo is characterized by a moralistic social organization that implements a "preservation of order" is constituted by the establishment of an official truth, to which those who oppose it must be persecuted and excluded by police officers, doctors and legal. The large group to be combated was characterized by lowsocial strata, residents of mucambos, Afro-Brazilian religious rituals and users of "drugs" (arbitrarily made illicit), more specifically of marijuana, regardless of their medical, social or religious context.
