O objetivo desta tese é investigar os processos discursivos que permearam a construção das Conferências de Políticas para as Mulheres na cidade do Recife e no Estado de Pernambuco, realizadas respectivamente em setembro e dezembro de 2015. A partir do referencial teórico pós-estruturalista da Teoria do Discurso, trabalhado pelos filósofos políticos Ernesto Laclau e Chantal Mouffe, realizei a pesquisa de campo entre junho de 2015 e maio de 2016 por meio da observação participante nos Conselhos de Direitos da Mulher municipal – do Recife - e estadual, além das pré-conferências e conferências municipais e nacional. Diante de um recorte do material de pesquisa constituído por diário de campo e documentos dos conselhos e das conferências, analisei as reuniões de construção dos eventos no período de junho a dezembro de 2015, referentes aos conselhos e ao espaço do movimento social, o Fórum de Mulheres de Pernambuco. Através da análise, observei a existência de discursos antagônicos que revelam uma abordagem burocrática dos sujeitos dos governos atrelada à realização dos eventos e uma tentativa de imprimir um sentido político, feita por representantes da sociedade civil. Diante das tensões, houve processos de hegemonia governamental, que excluíram as diferenças defendidas pela sociedade civil em nome de cadeias de equivalência construídas a partir de discursos de realização do evento, eleição das delegadas e definição de propostas de políticas em detrimento das avaliações sobre a incidência das políticas públicas na vida concreta das mulheres. Frente a isso, o FMPE, em parceria com quatro entidades, impulsionou a Conferência Livre “Pela Vida das Mulheres”, realizada no dia 07 de dezembro no Recife e que contou com participantes de outras regiões do Estado. Tratava-se uma novidade a realização de conferências livres no segmento das mulheres, já que foi a primeira vez se estavam previstas no regimento da Conferência Nacional. A referida Conferência Livre se constituiu um posicionamento político dos movimentos sociais frente a processos discursivos governamentais hegemônicos, que ocultaram suas pautas, sobretudo, sobre saúde, violência e contexto político. Tratou-se de uma narrativa própria que permitiu articular as identidades e diferenças que não conseguiram se sobressair nas conferências convocadas pelos governos.CAPESThe purpose of this thesis is to investigate the discursive processes that pervaded the Conferences on Policies for Women in the city of Recife and State of Pernambuco, Brazil, held in September and December of 2015, respectively. Based on the theoretical framework of post-structuralist Theory of Discourse, as worked out by political philosophers such as Ernesto Laclau and Chantal Mouffe, I conducted the field research, from June 2015 to May 2016, by means of participant observation of the Municipal Council on Women’s Rights, in Recife, and the State Council on Women's Rights, aside from the municipal and national preconferences and conferences. In light of the data, comprising field journals, council and conference documents, I analyzed the meetings, which aimed to organize the events in the period from June to December of 2015, concerning the councils and the social movement identified as the Women’s Forum of Pernambuco. Through the analysis, I observed the existence of antagonistic discourses that reveal a bureaucratic approach of the government individuals linked to the conferences, while the representatives of civil society attempt to give the event a political nature. Dealing with this tension, there were moments of governmental hegemony, which excluded the diversity defended by civil society in the name of chains of equivalence built from discourses of holding the event, electing the Conference Delegates, and defining policy proposals, to the detriment of evaluations on the impact of public policies on the women's concrete life. Therefore, the Women's Forum of Pernambuco, in partnership with four entities, promoted the free conference “For Women's Life”, held on December 7th in Recife, with the active participation of people from other regions of the state. It was a novelty for the women's segment the implementation of free conferences, as that was the first time they have been included in the National Conference Statute. These free conferences represented a political position of the social movements in opposition to the hegemonic government discursive processes, which concealed their agenda, especially in regards to health, violence and political context. It provided their own narrative that allowed them to articulate the identities and pluralities, which could not stand out in the conferences organized by the municipality and state’s government.
