dc.description | Os Tribunais de Contas brasileiros têm, como função, auxiliar as casas legislativas no julgamento das prestações de contas dos gestores municipais. Esse auxílio se dá por meio de análise das contas mediante o emprego da técnica de auditoria, que visa atestar a regularidade, ou não, das contas apresentadas, por meio da emissão de pareceres prévios. Como não existe uma regra padrão de análise, cada Tribunal o faz segundo documentos próprios, o que resulta em pareceres distintos para situações semelhantes. Esta dissertação propõem um instrumento (software) para auxiliar os Tribunais de Contas, contribuindo para aumentar a objetividade das auditorias dos municípios brasileiros e a padronização das decisões exaradas nos pareceres prévios, das prestações de contas dos prefeitos. O software define uma classificação que poderá ser utilizada por todos os Tribunais de Contas, que avaliam a gestão pública municipal. Ele foi desenvolvido a partir da definição de um modelo taxonômico que integra as classificações de irregularidades já definidas por doze Tribunais de Contas (TCE- AP; TCE-BA; TCM-GO; TCE-PI; TCE-PB; TCE- MT; TCE-SC; TCE- PR; TCE-RN; TCE-RS; TCE-RO; TCE-TO). A taxonomia proposta está alicerçada em extensa pesquisa documental, dos documentos que definiram as classificações, utilizadas por esses doze Tribunais de Contas, envolvendo a análise minuciosa de 1.914 irregularidades contidas nesses documentos. Para a obtenção dos documentos, foram enviadas cartas, e-mails e comunicações por telefone. A partir dos documentos analisados, desenvolveu-se um software a partir de um modelo taxonômico das irregularidades, com seis níveis de investigação, distribuídos por todos os aspectos administrativos da gestão pública: nível de gravidade; espécies de penalidade, fase de ocorrência (etapas), espécie de irregularidade, assunto e categoria econômica. | |
dc.description | The Brazilian Audit Courts have, as function, to assist the legislative houses in the judgment of the rendering of accounts of the municipal managers. This assistance is given through an analysis of the accounts using the audit technique, which aims to attest to the regularity or not of the accounts presented, by issuing prior opinions. As there is no standard rule of analysis, each Court does so according to its own documents, which results in different opinions for similar situations. This dissertation proposes an instrument (software) to assist the Courts of Accounts, contributing to increase the objectivity of the audits of the Brazilian municipalities and the standardization of the decisions exaradas in the previous opinions, of the renderings of accounts of the mayors. The software defines a classification that can be used by all the Courts of Accounts, which evaluate the municipal public management. It was developed from the definition of a taxonomic model that integrates the classifications of irregularities already defined by twelve Courts of Accounts (TCE-AP, TCE-BA, TCM-GO, TCE-PI, TCE-PB, TCE-MT, TCE -SC; TCE-PR; TCE-RN; TCE-RS; TCE-RO; TCE-TO).
