| dc.description | O objetivo deste artigo é analisar o desenvolvimento de ações de gestão e planejamento
dos municípios Pernambucanos, no ano de 2015. Na busca por superar as fragilidades
do processo de municipalização que isolou os municípios, sobretudo de menor porte
populacional e concretizar o processo de regionalização de maneira mais solidária e
menos burocratizada, foi implantado em 2011 o decreto nº 7.508 que define a
organização do SUS em Regiões de Saúde, instituídas pelo Estado em articulação com
os seus municípios. Foi desenvolvido um estudo ecológico descritivo quantitativo, de
corte transversal, sobre o desenvolvimento das ações de gestão e planejamento dos 184
municípios do estado de Pernambuco, no ano de 2015. Utilizaram-se dados secundários
do Instituto Brasileiro de Geografia e Estatística (IBGE), e dos sistemas oficiais do
Ministério da Saúde: Sistema de Informações sobre Orçamentos Públicos em Saúde
(SIOPS) e Sistema de Apoio à Construção do Relatório de Gestão (SARGSUS). O
banco de dados foi organizado e processado no Programa Excel Microsoft Office e os
dados apresentados em freqüências absolutas e relativas. Constatou-se que a maioria
dos municípios pernambucanos são de pequeno porte. Sendo o RAG instituído no
âmbito da gestão municipal, as auditorias foram obtidas do SARGSUS. Todos os
municípios cumprem a EC29/2000, aplicando os 15% de recursos no tesouro de saúde,
os de maior porte aplicaram os menores percentuais e receberam as maiores proporções
de transferência da união. Quanto menor o porte do município, menor a capacidade de
arrecadação e os maiores dispêndios com saúde por habitante no ano de 2015. | |
| dc.description | The objective of this article is to analyze the development of management and
planning actions of the municipalities of Pernambuco in the year 2015. In the
search to overcome the weaknesses of the municipalization process that isolated the
municipalities, especially of smaller population size and to concretize the process
of regionalization of In a more solidary and less bureaucratic way, in 2011, Decree
No. 7,508 was established, which defines the organization of SUS in Health
Regions, established by the State in articulation with its municipalities. A crosssectional, quantitative ecological descriptive study was carried out on the
development of the management and planning actions of the 184 municipalities in
the state of Pernambuco, in the year 2015. Secondary data from the Brazilian
Institute of Geography and Statistics (IBGE) were used, and the official systems of
the Ministry of Health: Information System on Public Budgets in Health (SIOPS)
and Support System for the Construction of the Management Report (SARGSUS).
The database was organized and processed in the Microsoft Office Excel Program
and data presented in absolute and relative frequencies. It was verified that the
majority of the municipalities of Pernambuco are of small size. Being the RAG
instituted under the municipal management, the audits were obtained from
SARGSUS . All municipalities comply with EC29 / 2000, applying the 15% of
resources in the health treasury, the larger ones applied the lowest percentages and
received the highest transfer rates of the union. The smaller the size of the
municipality, the lower the collection capacity and the higher expenditures with
health per inhabitant in the year 2015. | |
