Resumen
The aim of this work is to evaluate the functionality of the organizational structure of
municipal and metropolitan authorities of urban transport in Brazilian Northeastern Region,
regarding urban mobility problematic as well as the requirements prescribed and duties
assigned by the National Urban Mobility Policy, formalized by Federal Law n° 12.587/2012.
The problematic of urban mobility in Brazilian cities motivated the creation of this public
policy; its effectiveness is an enhancement factor of the conditions of urban life in the
country. Therefore, it is necessary the adequacy of organizational structure of the
management bodies in the cities. To perform the intended analysis, a research work based on
qualitative approach was conducted; evaluation was done thru the application of an analytical
matrix based on O & M literature review, requirements of Federal Law n° 12.587/2012 and a
benchmarking of best practice managing institutions of urban mobility in Brazil. The
collection of information on the assessed organisms was conducted through semi-structured
interviews with managers and sector stakeholders. Two management bodies of transport and
urban mobility conformed the empirical corpus: the first one, a metropolitan transport
authority in charge of urban mobility in the Metropolitan Region of Recife (MRR); the
second, a municipal one, in Natal. The analysis of the results concluded that the
organizational structure of the management body in MRR is not fully adequate to the
requirements of National Policy; but the changes needed to achieve a full fitness to Federal
Law and other standards are not difficult to reach. On the other side, the compliance of Natal
urban mobility authority to National Policy is quite fragile, requiring a significant effort to
reach a reasonable degree of adequacy with Federal Law and other standards. In order to
clarify how the analyzed authorities shall better fit to National Policy, benchmarking and best
O & M theoretical findings, the work concludes by proposing a set of reorganization measures
able to turn management bodies into being in compliance with their missions.
