Financing education at all levels has been a challenge facing governments. This situation worsens even more when one looks at basic education, which is why in 2006 the Fund for Maintenance and Development of Basic Education and the Appreciation of Education Professionals (FUNDEB) was created, the fund was created. In order to give quality to basic education and improve the development of basic education, however, sometimes the implementation of the policy does not happen as planned at the time of its formulation, so it is important to understand how the financing of education in Brazil and mainly in the municipal management sphere. Understanding policy as a cycle identifies that it is in the implementation phase of public policy that the greatest number of problems occur and that it is in the implementation sphere that the policy will actually break out. This paper aims to analyze the implementation of Fundeb public policy, in the municipality of SenadorElói de Souza-RN, seeking to identify which variables interfere in the implementation process and the use of fund resources. The study takes place through a case study conducted through a participatory research, using as a basis the model of neoinstitutionalist public policy analysis. It is concluded that Fundeb is an important funding tool for basic education in the country, and especially in small municipalities that do not have their own collection, in the municipality of SenadorElói de Souza is no different, and although its number of students has dropped Over the years the amount of resources has increased, however, this has not led to an improvement in the assessment rates of municipal basic education development.
