Proposta de diretrizes para a implementação do BIM em um processo de auditoria da ICE-TCE/RN

Abstract

The implementation of the BIM in public constructions is being realized at the federal level with the BIM BR Strategy, instituted by Federal Decree 9.377/2018 and it will be expected the implementation at the state and civic levels, with the evolution of this goals plan and the benefits’ visualization to the appropriate use of public wealth. Usually are evidenced irregularities in public sector, like constructions such as overpricing, unjustifiable delays and disabled projects, resulting in damage to the population. Given the large amount of studies on the use of BIM in the private sector, project execution and construction, this paper discusses that implementation in the public sector specifically in the inspection activity of the External Control Inspectorate of the Rio Grande do Norte Court of Accounts. The case study consists of (i) the staff interview analysis, revealing difficulties or delays in carry out the inspection with the current working method; (ii) the solutions or mitigations with BIM tools discussion to problems listed; (iii) the proposed guidelines for the implementation of BIM in that public agency. That guidelines range from the preparation stage to the actual implementation, with short, medium and long terms steps. The article contributes to the fostering of discussions about the implementation of BIM as a tool for optimizing the use of public resources. In addition, it serves as a reference to guide the agency during the effective implementation.
