Resumen
The study deals with the professional qualification policy, the Agente Jovem Project, for youth
in situations of vulnerability, poverty and social risk. The problem that we sought to answer
was the following: How was the Agente Jovem Project configured in the municipality of
Riachuelo – RN? It is hypothesized that the professional qualification courses offered by the
Agente Jovem Project to adolescent apprentices in Riachuelo – RN, did not contribute to their
getting a job with a professional record. The objective of the investigation was to analyze the
Agente Jovem Project in the city of Riachuelo – RN, as a professional qualification policy
aimed at vulnerable young teenagers. The research was developed in the city of Riachuelo,
municipality of Rio Grande do Norte, located 86 km from the capital Natal, and has the decade
of the year 2000 as an initial reference, since, in 2001, the professional courses began for
teenagers aged between 15 and 17 years who were experiencing situations of vulnerability and
social risk. The investigation is classified as a case study and is based on primary data, derived
from the realization of 125 semi-structured interviews with project graduates, as well as
secondary information extracted from the records of the Guidance Guide for Managers of the
Agente Jovem Project, the medical records, reports, questionnaires and enrollment
requirements of the Secretaria Municipal do Trabalho e Acão Social (SEMTAS) of the city of
Riachuelo – RN, the body responsible for training the teenagers enrolled in the project; in
addition to a vast bibliography that aligns the theme of professional qualification and the job
market. From the reports of the Project's graduates, it was found that the majority experience
under-employment and informality, they are far from regular and formal employment.
