At nowadays dynamic and globalized scenario, the degree of competitiveness that companies and countries are undergoing is increasingly high, which requires increased productivity and cost reduction, implemented through various types of innovations, namely: product, process, marketing and/or organizational. Innovation therefore has become one of the main drivers of countries’ economic progress and competitiveness. This paper aims to propose targets for benchmarking innovation to increase the Brazilian competitiveness in the global scenario, through efficient utilization of innovational resources. For conduct this research, it based on the correlation between the Global Innovation Index 2012 and Global Competitiveness Index 20122013 with the application of Data Envelopment Analysis (DEA) at the seven pillars that compound the Global Innovation Index 2012 for the universe of 141 countries and compare with the Innovation Efficiency Index 2012. This paper assets the impact of each pillar at innovation efficiency by Stepwise method and apply the constant return to scale and super- efficiency output oriented models to better distinguish between the efficiency countries, grouping them by income according to World Bank classification. The result of this work shows diagnosis that can boost Brazilian competitiveness, by offering better guidance to innovation national policies, drawing on the best practices adopted on the world.
