dc.description.abstractBrazil, when it adopted the Federalist State, innovated by adopting the municipality as a federated entity, in the way, it is granted political, administrative, fiscal and financial autonomy. It is concluded that the municipalities remain very dependent on intergovernmental transfers, they have reduced their economic activity over the years, they carry out a greater part of the expenses with the salaries of the employees and outsourced services, besides reducing the expense with maintenance of the public service, Current surpluses have kept investments in circulation decreasing, showing that public managers are still required much planning and effort to make municipalities not only politically or administratively independent, but mainly, financially.
