Política habitacional e planejamento territorial no Brasil: o Programa Minha Casa Minha Vida (PMCMV) no município de Ceará Mirim-RN, no período 2009-2014

Abstract

Due to the increasing and rapid transformations of cities, discussions about urban, especially in Brazil, from 2009 with the dissemination programs of the National Housing Policy (NHP), have assumed prominence in the government plan, as well as in scientific studies. Inserted in this context, this research investigates the Public Housing Policies in Brazil, but particularly its implementation and developments in Ceará Mirim-RN in the period from 2009 to 2014. Thus, in this study it is intended: i) discuss the NHP in the urban planning perspective, paying attention to the problem of housing shortage in Brazil; ii) understand the importance of the National Housing Policy, especially based on recent programs as the Program Minha Casa, Minha Vida; iii) to discuss and to explain the relationship between social policy and the market economy, noting the participation of actors and agents that interact in this process; iv) evaluate the effectiveness and results of the Program Minha Casa, Minha Vida in the city of Ceará Mirim-RN in the period 2009 to 2014. The still considered urban in the context of the Região Metropolitana de Natal (RMN), to interpret the dynamics urban in housing aspect, in the city of Ceará Mirim-RN. Thus, subsidized by the literature review, the secondary and primary data collection, the research brings the debate on the question of the housing shortage as well as investigates to what extent the Public Housing Policy interferes in the Urban Land Planning. The results of the investigation show that occurs in Ceará Mirim-RN a saturation of the central urban area, boosting the occupation of the peripheral regions of the city, causing a notorious spatial and social segregation. This process in turn denotes low effectiveness of NHP and therefore requires urban planning a greater concern with the social and needs vulnerabilities that exist in Ceará Mirim-RN, especially when implementing this public policy given its relevance.
