dc.description.abstractThis thesis aims to analyze the relationship of the National Confederation of Industry (CNI) with the National Program for Access to Technical Education and Employment (Pronatec), considering the related implementation factors that influence the implementation of the program; the place it occupies Pronatec and CNI in professionalizing public policies; and the presence of industry system in offering the program's courses. In this way, we try to answer the following question: what is the interest of the CNI in Pronatec? This is because even offering much of Pronatec courses (at SENAI and SESI) the unproductive industry hires graduates students. So we start from the idea that the interest of the CNI in Pronatec is in offering courses and expand their educational market. But, to test our hypothesis we see some changes. We did this based on the study in three stages: the state, business, and the relationship with the formulation of public policies (OFFE, 1984; Diniz, 1979; Poulantzas, 2000); then deepening the analysis of the performance of the industrial business as a political subject and the formulation and characteristics of Pronatec (RODRIGUES, 2007; BASSO, 2014); and finally, evaluating the program implementation process, highlighting the participation of the CNI, which occurs this from formulation to offer courses (Leopoldi, 2010; MANCUSO, 2007; POCHMANN, 2007; DRAIBE, 2001). It was possible to see that in addition to the expansion of the educational market, profits in the provision of courses, CNI seeks to Pronatec expand its political influence to the business community and the Brazilian State.
