Resumen
The world faced an unexpected crisis in 2020 with the emergence of the Coronavirus pandemic (COVID-19). As some economic experts estimate, such as Roubini (2020) it is the “worst and biggest crisis that the world has ever experienced” being considered “worse than the crisis of 1929 and 2008”. Knowing that micro and small companies represent about 27% of the Brazilian GDP (SEBRAE, 2020) we can have a dimension of the great impact that small businesses faced in this pandemic context and the need for government measures to facilitate the acquisition of goods and services from small and micro companies. Still in this context of the pandemic, some measures were taken by the federal government to facilitate some public acquisitions in 2020, through initiatives such as the waiver of bidding defined in Law No. 13,979 / 2020. Therefore, the main purpose of this paper is to investigate how public procurement took place in this new context and to understand how small business participation took place. The case of the Municipality of Natal-RN was targeted, to identify the characteristics of the participation of small businesses in the hiring promoted in the context of the Coronavirus pandemic (COVID-19) in the year 2020. Since the public procurement of goods and services is an important and commonly used means to redistribute resources among economic agents and provide support to smaller companies (MARION, 2007 apud CABRAL; REIS; SAMPAIO, 2015). The research was constituted as a descriptive research, in which it was sought to establish some relations between the defined variables to analyze how the public purchases occurred for the case in study. The approach chosen to address the problem is quantitative in nature, as it seeks to translate into numbers, notably, frequencies, percentages and averages, the characteristics of the participation of MSEs in purchases promoted by the Municipality of Natal-RN. To this end, 700 public procurement and contracting procedures were analyzed, of which it was observed that 53% of the total value of public purchases, estimated at R$ 97,512,115.01, was allocated to 178 contracts with companies of larger sizes than MSEs. However, purchases from companies of other sizes represented only 25% of the total number of procurement and contracting procedures. The other 75% of acquisitions and contracts came from MSEs, which represented 522 public purchases with small businesses, corresponding to only 47% of the total amount spent, estimated monetarily at R$ 86,245,642.25. Finally, when analyzing public purchases in general, it can be seen that both in this research and in previous revised works, the percentage of MSEs winning public contracts is below 50% of the total purchases made.
