Proposição de um método de avaliação de conformidade dos planos municipais de mobilidade urbana com a lei 12.587/2012

Abstract

The development of a local mobility plan is essential to ensure efficacy in mobility and accessibility of all citizens in a city, and the necessary integration between the different modes of transport. However, this guarantee is a real one when the local plan complies with National Policy on Urban Mobility. This article aims to present a conformity assessment method that evaluates the degree in which local mobility meet the requirements posed by Federal Act 12.587/2012. The presented method is a first approach result, and intends to give rise to a wider discussion on the theme in order to produce some national consensus regarding its efficacy and extensive use. With the aim of validating the method, its application to Joinville’s local mobility plan. Results pointed that the analyzed plan is generally in conformity with Federal Act although some caveats outlining the topics in the plan that shall be improved. In conclusion, the objective of developing a simple and useful evaluation method has been achieved. Therefore, it is potentially useful for municipalities, consultants and the Ministry of Cities as a technical tool to assess conformity of local plans being elaborated as well as concluded ones.
