Resumen
The international outbreak resulting from the coronavirus that plagued the world population for its rapid transmissibility in 2019, remains the main cause of the collapse in Brazilian public health. As a result, it has become even more necessary for the Union, states, and municipalities to have information that allows the process of monitoring citizens. It is of utmost importance that every public agent demonstrates the regularity of his acts, since he is the main responsible for the application of public money, being judged by the acts performed and the rendering of accounts. In view of the need for urgency and less bureaucracy in the processes, Law No. 13,979, of February 6, 2020, was created, which provides for measures to combat the coronavirus. This law works specifically for the acquisition of goods, services, including engineering and inputs to deal with the public health emergency. With regard to the principles of public management, the referred work makes a study on the collection, contracting and transparency of the resources destined to confront the covid-19 in the city of João Câmara, through the collection of data made by electronic channels and documents of reliability of the information, provided by the responsible entity. The main objective of this work is to verify if the Municipality of João Câmara met the criteria set forth in the law, meeting the need for transparency of the population, justifying itself through a study that will show how the financial resources were used by the municipal public management. Thus, it is concluded, therefore, that João Câmara in his hiring processes followed the technical standards described in Law No. 13,979 / 2020, considering the extracts provided by the municipality for the present study. On the other hand, when it comes to transparency, there is a lack of information on the collection and use of funds for the pandemic, so it appears that there was no willingness to report on the practices carried out, hurting some principles of the right to information, since your last accountability took place in 2019.
