Mass displacement has become, at the present time, a multiply complex problem and globally tense due to conflicting interests and the so-called "refugee crisis" is getting worse every day. Forced migrations have always been a worldwide phenomenon, but in recent years, data has shown that the number of refugee groups is steadily increasing. Throughout history, factors such as religious persecution or for reasons of nationality, race, social group, political opinion, wars or other events that have seriously disturbed public order, have provoked forced migrations. Nowadays, the multiplicity of factors involved in the formation of forced displacement makes the reality of refugees more complex. Given these factors, this work aims at the scenario of the recent wave of foreign refugees to Brazil, proposing to develop and apprehend, based on a critical-dialectic approach, the determinants of this reality and the conditionalities of mass migrations that defines itself as a global problem. Based on the bibliographic and documentary analysis on this issue, the present work proposes, in addition to living and staying in a foreign country, to examine public and social policies aimed at meeting the demands of these groups by the Brazilian State, in order to ensure minimum conditions of dignity and citizenship such as the provision of national and international legislative agreements to which Brazil is a signatory. In this sense, and considering the indicators of such reality and the restrictions that are placed to guarantee these rights, our study points to the upsurge of neoliberal policies that directly interfere in the expansion and support of these groups, considering the fiscal adjustment agenda and the prioritization of market demands under contemporary capitalism.
