Resumen
This intervention proposal aims to build a Framework with Governance and Public
Procurement Management practices for IFRN. It is justified due to the lack of studies on this
topic; for the assistance you can give to the agency, at this time of reorganizing your
acquisitions; and the fact that it can serve other institutions as a model. To build the proposal,
a previous research was carried out, which was characterized as applied and descriptive, using
the case study as a strategy, through documentary and bibliographic procedures. The research
served to elaborate the diagnosis of the problem situation. The conduction of the intervention
proposal was based on the Design Science Research (DSR) method, through the following
steps: awareness, suggestion, development, evaluation and conclusion. The research and
proposal approach is characterized as qualitative. After the construction of the proposal,
through Practices and the General Framework, it was validated with the IFRN, through a
commission made up of employees of the agency, which acted in the adequacy of the
acquisitions for centralization. The validation / evaluation showed that the Practices and the
prototype (General Framework) were well accepted by the commission. It was also evident
that most of the proposed solutions have not been developed by the agency and have not been
discussed by the evaluation committee for use at the Institute. The evaluation process revealed
the need to make adjustments to some of the proposals, in order to adjust to the institutional
reality. With the necessary adaptations, it is expected that the Practices and the General
Framework can contribute to the Governance and Management of the IFRN Acquisitions.
