Evolução e eficiência econômica das despesas com recursos humanos nos judiciários estaduais do Rio Grande do Norte e Paraíba

Abstract

This investigation sought to quantify the evolution and economic efficiency of human resources expenditures in the courts of Rio Grande do Norte and Paraíba and to answer how they relate to their operating results. For this, an empirical research was carried out, which used the comparative method. The work is justified by the search for the constitution and comparison of economic efficiency indices in public administration as instruments to identify and guide actions on processes that hinder the optimization of public resources and the maximization of services provided by the State. The theory of public choice and methodological individualism were used. The variable that proved most effective in contributing to the end of the political cycle represented by the judicial process was the evolution of expenditure on human resources. The calculation of economic efficiency consisted of relating the inputs to the outputs in the studied process. We realize that cost-per-case labor cost calculation is essential to quantifying the effectiveness of a set of legal procedures.
