This study seeks to understand the different ways of mobilizing racial notions in colonial projects of two Ministers of the Marinha e Ultramar from Portugal in the 19th century, Marquês de Sá da Bandeira and João de Andrade Corvo. The objective is to understand how different views on indigenous populations of the Portuguese colonies of Africa affected the construction of colonial policy, as well as to analyze the paradigm shifts among ministers. This dissertation contains a more detailed analysis of the ministers' colonial policy through the following topics: catechization, education, economic exploitation, mobilization of colonial history and politics of international relations with other colonizing powers in Europe. The conclusion is that after certain failures of Sá da Bandeira's liberal management, racial theories and a more deterministic racial view were inserted into colonial politics through the management of Corvo, but without altering the liberal base. This would have conditioned political changes that directly affected colonial administration and life forms in the colonies.
