dc.description.abstractThis study analyzes the current situation of university libraries of the federal institutions of higher education in an attempt to understand how the State has subsidized actions for the development of information policies for this sector. The study is justified by the need to discuss how university libraries, as repositories of information and system components of Science and Technology, are included in the government guidelines. The analysis was performed using the major bibliographic sources for research in Information Science. The time frame was the year 2000, a period in which the discussions about the Information Society gained prominence in Brazil. The theoretical and conceptual features present, in a broader context, the Information Society and identify the main characteristics that have shaped the current social organization and which significantly change the role that information starts to take in all social spheres. The study also describes the historical background of the Brazilian Institute of Science and Technology (ICT) and the actions thathave consolidated the institutional basis of science and technology in the country. It uses the main definitions of "information policies" to analyze their main goal: to promote a legal and institutional framework for the exchange of information. To understand the elements / processes involved in the discussion, we use the concept of "Information Regime". This allows the visualization of information flow in university libraries, i.e. the conditions of access, use and production of information. University libraries are characterized in the academic environment to identify their function, their profile and their needs in the face of the contemporary society. It analyzes the historical development, emphasizing the context ofeducation and deactivation of the National University Libraries Program. The conclusion is that the current scenario of information policies aimed at university libraries is a reflection of isolated actions, arising from governmental projects and programs supported by professionals of the area.
