Indo além do gerencial: a agenda da governança democrática e a mudança silenciada no Brasil

This article aims to analyze the agenda of the reform of the Brazilian State adopting an exploratory and normative perspective, observing the models of public management arising from the Brazilian historical experience. The country’s experience enables thinking about the institutional history of construction of public administration, highlighting the changes and the challenges posed in state-building processes. In addition, the article discusses the relationship between public administration and democracy, in view of the concept of democratic governance. Finally, we analyze what we name “silent change in Brazil”, highlighting the uncoordinated way the process of change incrementally takes place, imposing challenges to the governance of the construction process in the Brazilian public sector and challenges in updating the agenda of reform.
