Social and democratic participation is a public good, of the citizen's right to participate in decision-making processes, of issues involving collective interests, which, together with the Master Plan, is a key element for the municipality to develop sustainably. Based on this approach, public power creates action strategies to meet the needs and demands of the population in economic, physical and social aspects, aiming to achieve territorial improvements in the urban and rural perimeters of the municipality, enabling the rulers to know the real need of people. In spite of all these instruments, in order to ensure the democratic participation of the population, it is not enough to make them effective, since it is outside the jurisdiction of the municipality, to control the resistance and the lack of interest of the population in participating in issues involving public politics in the municipality. Starting from this point, the objective was to identify which factors contribute to the low participation of the population in the projects of the municipality of Sete Lagoas. For the execution of this work we used interviews formulated with structured and semi-structured questions, based on qualitative analysis and case study. It was verified that the lack of information and education on the part of the population are primordial factors in the low adhesion of the population, thus stimulating the disinterest of the citizens. To mitigate this gap, the municipality needs to foster the interest of the population through frequent campaigns to encourage popular participation, and more transparency through the means of communication possible.
