dc.description.abstractThe article explores the formulation of national policies and strategies on artificial intelligence (AI) as constitutive elements of the ‘global regulatory race’ between state and nonstate actors toward relations and transactions involving autonomous and intelligent systems. Prior to make choices on how to regulate IA, States turn to distinct actions, policies and programmes that subsequently influence the formation of consensus and dialogues by international and nongovernmental organizations and deepen authentic fields of regulatory choices within the domain of IA. National strategies in this sense are taken as samples for understanding the preparatory dynamics of transactional legal processes, the cross-fertilization between domestic regimes, and the allocation of jurisdiction, in particular prescriptive jurisdiction, with discussions regarding the determination of models to regulate autonomous and intelligent systems in domestic, regional and global levels.
