dc.description.abstractThe main objective of this work was to identify which, in the opinion of managements, are the main problems in the implementation of strategic projects in the State of Minas Gerais. With the reform started in 2003, called Choque de gestão sought a revival of planning practices. It was created a portfolio of projects that would receive priority attention and monitoring differentiated aimed at raising the chances of achieving the desired goals. However, it was observed that, despite the effort expended for the realization of these projects, only 40% of the physical targets set and 33% of planned nancial goals were met. In order to further the causes that led to this result, we performed a multi-case study with three projects comprised in that portfolio priority, namely: Integração da gestão em segurança pública,Implantação das unidades de atendimento itegrado e Ampliação das redes de urgência e emergência. During the research interviews were conducted with managers who have worked on these projects and the analysis was performed using the theories of public policy. The main problems identied were: the lack of space for technical questions of policy decisions; immediacy of results; conducting forecasting capabilities for implementation only, disregarding the need for funds for the maintenance of policies and public facilities; the no allocation of resources contained in the Annual Budget Law; communication focused on the strategic level and characterized by amateurism; limitations imposed by law for contracting and incentives for people; complexity coordination keeping in view of the multiplicity of actors; excessive prioritization of public organizations; discontinuity policy; resistance to changes in work mode proposed as a result of policies implemented; the difficulty of hiring and lack of training; and lack of trust in the relationship between technical and political. Faced with such difficulties, it is clear that there is still a long way to go until public managers from Minas Gerais implement their policies in accordance with the plans made. The solutions of these problems undergo changes in the culture of public administration, which is still guided by ancient practices such as politics, patrimonialism and even insulation of some at the expense of others. Furthermore, the numerous dysfunctions resulting bureaucratic model legislation and other sources are delayed problems that require changes. Reforms implemented in Minas Gerais seem to have generated some improvements, but still is a strategic planning document that faces many problems during their implementation, which ultimately distance him the intentions expressed in its pages.
