dc.description.abstractThe study object of this paper is the Brazilian electoral process as a legitimating instrument of citizenship. Specifically, it analyzes the legal and administrative procedure of application for candidacy registration. Everything about the questioning on effective citizen participation in the election campaign, either as a candidate or as a voter. At the end, concrete ways that can enhance popular participation in the electoral process have been proposed. The research was based on the teachings of Peter Häberle and Jean Jacques Rousseau, for the formulation of the next triad, so necessary to the Brazilian party democracy: citizen empowerment; knowledge and conscious interpretation of political rights by all Brazilians; and compliance with constitutional guarantees by the State as a way of strengthening national democracy. From the sum of these factors comes the ultimate expression of the right to universal suffrage, free, rational and conscious vote of the entire Brazilian population.
