Regulação na distribuição de água potável: um modelo econômico-financeiro da firma em um mercado com consumidores heterogêneos

In the context of the new Brazilian Federal Law of sanitation (nº 11.445, 01/05/2007), this study suggests a financial economic model that aims to evaluate some institutional forms of potable water distribution non-regulated state monopoly, regulated state monopoly by rate-of-return and by Vogelsang & Finsinger model. Besides, this academic work analyses some kinds of water pricing linear tariff, two-part tariff and multipart tariff (Increasing Block Tariffs IBT) and two ways of consumer behavior consumer that responds to the price changes (Cobb-Douglas) or to the bill changes (Simon). In generic terms, in the scope of the Brazils industry where the demand is heterogeneous and the majority of the investment is financed by monopolys capital, the efficiency and equity indicators suggest the Vogelsang & Finsinger model and the Increasing Block Tariffs (IBT) as the alternatives that contribute most to increase the welfare.
