A corrupção policial: um estudo sobre a atuação das corregedorias de polícia em Minas Gerais

This work aims to study the performance of Internal Affairs departments in the prevention and repression of police corruption, and the means currently used by them to curb the incidence of corruption in police institutions mining. Police corruption is poorly addressed by the social sciences in Brazil. The scientific analysis of the phenomenon of police corruption, lack of empirical data and theoretical sophistication. The few previous studies in Brazil are largely concentrated on analyzing the forms of punishment and repression, leaving aside the preventive ways to curb corruption. It is argued here that the police corruption, as one of the main determinants of increased violence and crime, according to an analysis of some authors, such as Marcelo Cataldo, Marco Veneziani, and Nathalie Teyssonneyre is a serious problem management which is faced with any governmental authority or executive of the police today. Such authors argue that "police corruption appears as a factor determining the increase in violence for two main reasons. Firstly, due to a certainpermissiveness that is seen between the corporation, lightly, without ethical or moral. The second point relates to impunity, since the counting of crimes are often not conclusive. " (CATALDO; VENEZIANI; TEYSSONNEYRE, 2009) Curb corruption seems to be an easy task taking into account only the reactive forms of combat. But prevention is proving to be easier and more efficient in fighting corruption. Just as the repression of crime committed by ordinary citizens, the reactive forms of fighting corruption require more financial and human resources. Theprevention of police corruption and also decrease the incidence of corrupt practices, it is still cheaper and effective, although it is a long-term planning, it becomes faster relative to an administrative process to punish any corrupt conduct, that in many cases, end up being shelved by the advent of the prescription. After the analysis of models exist to combat corruption, we will identify gaps and strengths in order to draw the attention of today's managers for the improvement of such actions, to combat the problem of corruption and specific strategic way.The study presented is a requirement for graduation in the Pós Graduação emCriminalidade e Segurança Pública with the title of specialist in the Estudos da Criminalidade e Segurança Pública.
