dc.description.abstractThe theme of this research is the Metropolitan management and aims to understand the cooperation between representatives of local public authorities, with the participation of society, with a view to the democratic administration of the region or metropolitan social space where they live and work. It is a study on the subjectivity of the persons involved in the processes of Metropolitan management formation in Vitória, Espírito Santo, through which one seek to understand them. It is a reflection on the situation of management in Brazilian cities, broken down by the institutional Government vacuum in the federal context; unbalanced by the uneven distribution of public resources between the municipalities; marked by serious structural problems arising from the capitalist mode of production and characterized by insufficient dialogue on democratic management in these regions in a context of representative system of Government. This thesis is oriented by the following search problem: what ways of thinking and acting and what settings prevailing Metropolitan management affect subjectively? The goal of research is to understand how social subjectivity, constituted from the intertwining of subjective settings, appears in the processes of construction of Metropolitan management in Vitória, Espírito Santo. Safeguarding the Metropolitan management thesis as subjective social construct and not a structure that can be deployed merely by legal act. Therefore, the relevance of studying it from other epistemological prisms, beyond objectivity. The epistemological option is by the theory of Subjectivity in a historical and cultural perspective. The theoretical framework that underpins this research is the theory of subjectivity, held from the principles of Qualitative Epistemology (GONZÁLEZ REY, 2003; 2005), and the research method adopted is the case study (GONZÁLEZ REY, 1999). The results show subjective impactful settings on metropolitan management in Vitória, associated with the quality of public administration: individualistic, authoritarian mode of conduct, systemic or structural vision, self-management, political subjectivity and historical-cultural learning. Before resemble in form of dichotomies or fragments of social subjectivity, subjective settings present in complex network that impact on metropolitan management. From the results, are singled out possible scenarios for metropolitan management in Vitória. The results point to the near absence of metropolitan management in the Vitoria metropolitan region, although enhanced legal mechanisms for nearly twenty years. At the same time, also show that the participation of society is absent in attempts to metropolitan management: society simply unaware of the metropolitan management.
