A interoperabilidade a partir de consensos e semânticas emergentes: um modelo para a elaboração e atualização de sistemas de organização do conhecimento

The current technological context demands changes in treatment of information towards the connection of heterogeneous databases in dynamic models of structuring. The elaboration of Knowledge Organization Systems (KOS) according to a data model, as dictated by norm ISO 25964-1, aims at providing syntactic interoperability and establishes possibilities of discussion on semantic interoperability. The release of norm ISO 25964-1 (2011-2013) brings about the needto widely consider the concept of interoperability, ranging through the levels of cooperation agreements that characterize it. For that reason, the aim was to understand the consolidation of consensus in scientific communities in order to comprehend empirically the way semantic interoperability can be effective. This research approaches semantic interoperability focusing on dynamic processes of signification sharing and generation of consensus, anticipating the stage of formalization of KOS in conceptual structures explicitly formalized. The researchmethodology was based on theoretical and methodological integration between Content Analysis, Consensus Analysis, Social Network Analysis and the Theory of Interpretants present in Peircian Semiotics. The approach was used to articulate quantitative and qualitative aspects. The research included the investigation of behavior in scientific collaboration and semantic networks that emerge in the field of Bioethics from the analysis of three spheres as potential data sources: A) periodicals;B) scientific events; and C) social semantic spaces. The three presented dimensions constituted of pertinent scenarios to the study of the evolution dynamics in concepts towards the formation of consensus. In scenario A (periodicals), it was observed that the terminology representing the scientific discourse of the field from primary sources. In scenario B (scientific events), the conventionalized terminology in scientific spaces prone to debate and evaluation of new ideas was analyzed. Inscenario C (social semantic spaces), the terminology generated from social tagging that was carried out by the authors and other agents of the field on collaborative platforms Academia.edu and Research Gate was observed. The corpus of this research is composed of 994 articles, published in the period between 2009 and 2014 in periodicals and event annals, internationally, from which title, abstract and keywords were analyzed through the automatic indexing tool Automap. Based on thecorpus, networks of scientific collaboration acting in each scenario and emerging semantic networks were generated and visualized. Structural patterns were identified to constitute indexes of consensus formation processes. According to the Theory of Interpretants, the monitoring of instances that generate signification pacts is presented as a fundamental condition for the effectiveness of semanticinteroperability. A conceptual model aiming at incorporating these instances to methodologies of KOS construction and upgrading is proposed.
