dc.description.abstractThis work presents the study on the impacts of the EC 95/2016 on public health expenditures, specifically on Basic care, from January 2003 to December 2018 in the city of Belo Horizonte. In order to do so, the data provided by government agencies were gathered during March, April and May 2019. From these data, spreadsheets and graphs were prepared, as well as previous researches on the subject addressed. From the previous studies presented and this one, the results were obtained and it was concluded that the impacts of the EC 95/2016 on Basic Care were manifested in growth of expenses paid by function, suggesting that the areas of priority were given greater volume of resources, to the detriment of the reduction of others. Fiscal reform, therefore, has shown that it has reverted the priorities among public policies, faced with a picture of impoverishment of the population studied, also suggesting, that part of the population that previously used health plans, started to use SUS.
