dc.description.abstractThe agents of architectural and urbanistic production in Belo Horizonte define the municipality’s urban planning legislation as “complex”. According to some, the law such as it is inhibits architects creativity, creates barriers for the companies to achieve profits, gets unintelligible to the citizens and becomes a challenge to state’s staff. By another angle, the law is defended as an important instrument to reduce inequality of rights over land. Motivated by the hypothesis that these complexities can be reduced, the author of this thesis tries to reconstruct the origins of the urban design, and urban parameters of Belo Horizonte since the city founding to the current reformulation of the Law of Soil Use and Occupancy. The intention is to recreate the origins of law’s complexities and allow effective revisions.
