Diagnóstico del estado actual y desarrollo de un modelo para la gestión de proyectos de subestaciones de la subgerencia redes de transmisión de las Empresas Públicas de Medellín E.S.P.

Abstract

RESUMEN: En esta monografía se efectúa el diagnóstico de la situación actual y se diseña y propone un modelo para el proceso de GESTION DE PROYECTOS DE SUBESTACIONES, que desarrolla la Subgerencia Redes de Transmisión de las Empresas Públicas de Medellín E.S.P. Está alineado con el pensamiento estratégico, con las políticas y directrices de la UEN DE y la corporación, con los sistemas de aseguramiento de la calidad que se desarrollan en los subprocesos ejecutores, con la metodología de gestión por procesos y está fundamentado en la metodología de dirección de proyectos propuesta por el Project Management Institute PMI. La evaluación contiene la descripción y caracterización de los proyectos de subestaciones, la manera de ejecutarlos, la estructura organizacional actual y los logros más importantes. El diagnóstico realiza la caracterización de los recursos tecnológicos, califica el dominio y el estado del arte de esta tecnología actualmente en los principales aspectos y determina las oportunidades de mejora más importantes del proceso. El modelo propuesto para la GESTIÓN DE LOS PROYECTOS DE SUBESTACIONES define los requisitos de los proyectos, el enfoque estratégico, el modelo de procesos, la estructura que los gestiona y la manera de realizar adecuadamente la planeación, el seguimiento y control y el cierre. Servirá además para mejorar la realimentación a los procesos y proyectos y el enfoque al cliente, la eficacia y eficiencia de la gestión y con esto mejorar la rentabilidad del negocio y aumentar el grado de satisfacción de los usuarios finales y de otros interesados en los proyectos.

ABSTRACT: This monograph paper contains the diagnosis of the current situation and the design of a proposal of a model for the process of SUBSTATIONS' PROJECT MANAGEMENT carried out by the Subgerencia Redes de Transmisión at Empresas Públicas de Medellín E.S.P.. It is aligned with the strategic thought, the policies and guidelines provided by the UEN DE and the company, with the quality assurance systems that are developed ¡n the execution sub-processes, and with the methodology of management by processes. It is also based on the methodology of project direction proposed by the Project Management Institute, PMI. This evaluation contains the description and characterization of the substations projects, the way to execute them, the current organizational structure, and the most important achievements. This diagnosis characterizes the technological resources, qualifies the domain and the current the state of the art of this technology in this process in the main aspects. It also determines the most important opportunities for the improvement of this process. The pattern proposed for the SUBSTATIONS' PROJECT MANAGEMENT defines the requirements of the projects, the strategic focus, the pattern of processes, the structure that manages them, and the way to properly carry out the planning, follow-up, control, and closing. It will also help to improve the feedback to the processes and projects, the focus on the client, the effectiveness and efficiency of the administration, and thus, improve the income-yield capacity of the business, the degree of satisfaction of the final users as well as of those interested in the projects.
