Bases para el diseño de una estrategia de acceso a cooperación internacional

Abstract

RESUMEN: Amigos de los Limitados Físicos es una asociación de carácter social y privado sin ánimo de lucro. que cuenta con 25 años de experiencia en procesos dehabilitación y rehabilitación de personas con discapacidad física permanente. Estos procesos se desarrollan por medio de talleres de crecimiento personal y expresión artística en los cuales se atiende un promedio de 150 personas y se producen obras de valor artístico. Durante los últimos años, la Asociación ha tenido que enfrentar la disminución en monto y número de los aportes que antes recibía; esto debido a la situación económica del país y a la fuerte competencia que se viene presentando por lacaptación de recursos financieros. Al ser Amigos de los Limitados Físicos, una asociación altamente dependiente del aporte de terceros, se le dificulta cada vezen mayor grado, garantizar la atención a una población discapacitada en continuocrecimiento. En vista de este panorama la Asociación ha buscado nuevas alternativas para captar recursos; una de ellas es la cooperación internacional, la cual considera como una opción que requiere un estudio previo para asegurar que se de en lasmejores condiciones posibles. El objetivo de este trabajo es entonces, dar respuesta a esa búsqueda de elementos que faciliten el acceso a recursos de fuente extranjera, proporcionando herramientas que le permitan a la Asociación el planteamiento adecuado deproyectos, con base en metodologías utilizadas a nivel internacional; así como presentar una base de datos para la cooperación, con toda la informaciónnecesaria sobre organismos dedicados a la financiación de estos proyectos y aquellos que podrían brindar asesoría o ser Partners durante un eventual proceso de cooperación. Gracias al trabajo de grado I, desarrollado en esta misma asociación, quedó claroque a nivel internacional no se financia la actividad de las organizaciones, sino proyectos nuevos, y que la cooperación es un tema al que se le debe dedicar un tiempo de estudio prudencial, si se desea incrementar las probabilidades de éxito. El material entregado en esta segunda etapa, será de gran ayuda para la Asociación, pues presenta en una forma sencilla y didáctica las bases conceptuales que se requieren para iniciar el desarrollo de una estrategia de internacionalización y lograr un primer acercamiento a la cooperación internacional, ya no basado en la casualidad, sino en un proceso previo de planeación

ABSTRACT: Friends Of Disabled People is an association of social and private character without economical benefits. The association has twenty five years of experience in process of habilitation and rehabilitation of people with permanent physical disabilities. These processes are developed through workshops of personal enhancement and artistic expression, in which are attended an average of one hundred and fifty people. They create valuable handicrafts. During the last few years, the association has been faced a drop in the mount and in the number of benefactors that received before; this happen mainly because ofthe economical situation of the country, and the strong competition given by reception of financial sources. Friends Of Disabled People, an association highlydependant of these sources, it has become more difficult to guarantee the attention of a disabled population in continuous growth. According to this situation, the association is looking for new alternatives to receive more financial sources; one of them is the international cooperation, which isconsidered as an option that requires a previous analysis to ensure the bestpossible conditions. The objective of this paper, it is to give a response of the search of elements that facilitate the access of foreign financial sources, given them tools that permit theassociation the raising of adequate projects, base on methodologies used atinternational level; as well as present a data base for the cooperation with all the necessary information about the organizations dedicate to finance these projects, and those will give consultancy or become partners during an eventual process ofcooperation. Thanks to the graduated paper one, developed in this association, it is clear that at international level there is not financial aid to the activity of the organizations butthere is one for new projects, and the cooperation is an issue that needs a substantial time of analysis whether it want to improve the possibilities of success. The material given in this second stage will be of great help for the association, because, it presents, in a didactic and simple form, the conceptual bases required for beginning the develop of an international strategy to achieve the first approach to international cooperation, no based in coincidence but in a previousprocess of planning.
