Desarrollo del prototipo de un software de acuerdo con la metodología “Design Thinking” para la estandarización del proceso logístico no aeronáutico del nivel táctico en la Fuerza Aérea Colombiana

Abstract

La Fuerza Aérea Colombiana es una institución que pertenece al sector público con una estructura piramidal castrense, cuya razón de ser, está definida desde la misma Constitución Política de Colombia, que sobre las bases del Plan Nacional de Desarrollo definido por cada gobierno, recibe una asignación de recursos y responsabilidades para atender las necesidades de seguridad y defensa del país que permitan contribuir al cumplimiento de los fines esenciales del Estado, lo cual impacta la planeación institucional del corto, mediano y largo plazo que en manos de un recurso humano de alta rotación en los diferentes niveles del mando, promueve un crecimiento y gestión de buenas intenciones en un ambiente complejo que se enfoca en vencer el día a día, dificultando los esfuerzos realizados por establecer y cumplir los esquemas de planeación previamente definidos. El comportamiento anterior se filtra en la cultura y misionalidad del proceso logístico no aeronáutico que descansa su gestión en la cotidianidad de los esfuerzos individuales y aislados por proveer los medios necesarios para el funcionamiento de las Unidades Militares y el desarrollo de las operaciones aéreas, lo que sustenta la intención por desarrollar el prototipo de un software bajo la metodología design thinking como herramienta ideal y fundamental para estandarizar y optimizar desde el punto de vista funcional y técnico la operación del proceso logístico no aeronáutico en el nivel táctico de la institución.

El proyecto del prototipo del software se desarrolla de acuerdo con la estructura de la metodología “Design thinking” (DT), que corresponde a la aplicación secuencial de las fases: (1) Empatizar, (2) Definir, (3) Idear, (4) Prototipar y (5) Probar; a través de las cuales se abordó la situación problemática que orientó la construcción de la propuesta de solución que se materializa con la definición del esquema documental, representado en la actualización de la estructura organizacional respecto los cargos y manual de funciones, el procedimiento y el formato para trámite de los servicios como soporte para el desarrollo del prototipo del software que permita estandarizar y optimizar la operación del proceso logístico no aeronáutico en el nivel táctico de la FAC que de manera consecuente optimice el uso de los recursos, el clima laboral, así como la oportunidad y calidad de los bienes y servicios que se requieren para la operación.

The Colombian Air Force is an institution that belongs to the public sector with a pyramidal military structure, whose raison d'être is defined by the Political Constitution of Colombia itself, which, according to the National Development Plan defined by each government, receives an allocation of resources and responsibilities to meet the security and defense needs of the country that allow contributing to the fulfillment of the essential purposes of the State, which impacts the institutional planning of the short, medium and long term that in the hands of a human resource with high turnover in the different levels of command, promotes growth and management of good intentions in a complex environment that focuses on overcoming day to day, hindering the efforts made to establish and comply with previously defined planning schemes.

The above behavior is filtered into the culture and mission of the non-aeronautical logistics process, whose management rests on the daily routine of individual and isolated efforts to provide the necessary means for the operation of the Military Units and the development of air operations, which supports the intention to develop the prototype of a software under the design thinking methodology as an ideal and fundamental tool to standardize and optimize from the functional and technical point of view the operation of the non-aeronautical logistics process at the tactical level of the institution.

The software prototype project is developed according to the structure of the "Design thinking" (DT) methodology, which corresponds to the sequential application of the phases: (1) Empathize, (2) Define, (3) Ideate, (4) Prototype and (5) Test; this methodology guided the construction of the proposed solution for addresing the problematic situation, which materializes with the definition of the documentary scheme, represented in the updating of the organizational structure regarding the positions and manual of functions, the procedure and the format. The software prototype developed is supported on the processing of services and allows standardizing and optimizing the operation of the non-aeronautical logistics process at the tactical level of the FAC. Consequently, the software optimizes the use of resources, the work environment, as well as the opportunity and quality of the goods and services required for the operation.
