Elementos de índole legal, cultural y económicos que hacen posible el contrabando técnico en el régimen de importación por envíos de entrega rápida o mensajería expresa

Abstract

Este trabajo busca identificar elementos de índole legal ,cultural y económicos que directa o indirectamente se ven inmersos y afectados por la práctica del contrabando técnico en el régimen de importaciones por envíos de entrega rápida o mensajería expresa; vistos desde la óptica de quienes participan de la actividad comercial, los agentes del estado y sus instituciones y los diferentes operadores de carga y sus agremiaciones; los cuales nos brindan sus apreciaciones frente a este fenómeno y nos dan elementos para identificar las circunstancias que motivan dicha actividad ilegal y las posibles alternativas en búsqueda de establecer mecanismos y diseñar estrategias que limiten esta conducta ilegal por parte de los organismos del estado.

This work seeks to identify elements of a legal, cultural and economic nature that are directly or indirectly immersed in and affected by the practice of technical contraband in the import regime for express delivery or express courier shipments; seen from the perspective of those who participate in commercial activity, agents of the state and its institutions, and the different cargo operators and their associations; which give us their appreciations of this phenomenon and give us elements to identify the circumstances that motivate such illegal activity and possible alternatives in search of establishing mechanisms and designing strategies that limit this illegal conduct by state agencies.
